Mr. Ash is a Principal at Altos Management Partners, specializing in economic analysis, infrastructure development, merchant strategies, and regulation. Mr. Ash brings 16 years’ of diversified experience to Altos - in government, industry, and consulting - covering the full spectrum of the gas industry chain: production, pipeline transmission, local distribution, and regulation.
At Altos, Mr. Ash has managed an "asset optimization strategy" analysis for a major East Coast gas utility company, and an infrastructure development analysis for a major West Coast gas utility. In addition, he has performed several economic feasibility analyses of LNG for a major international oil and gas company, and he developed a "California-centric" short-term gas market model for the California Energy Commission. Mr. Ash has also provided training to Altos’ MarketPointTM software clients, and worked on development of Altos’ North American Refinery and Liquid Products model.
Mr. Ash is an acknowledged expert in the California and western natural gas industry, the result of over 10 years’ of direct involvement in pipeline development, marketing, and regulatory affairs. For Pacific Gas and Electric Company, Mr. Ash was responsible for strategic and regulatory planning for PG&E’s intrastate gas transmission and storage marketing department, including the development of a database model of daily gas flows on Western U.S. pipelines, and for transportation service pricing analyses. Mr. Ash spent several years with Pacific Gas Transmission Company (PGT, now PG&E Gas Transmission, Northwest), as both an employee and consultant. As an employee, Mr. Ash held a series of positions in the Gas Supply and Regulatory Affairs Department and the Marketing Department, and he managed two NARG Model analyses (conducted by Dr. Nesbitt) of the then-proposed 1993 PGT-PG&E Pipeline Expansion Project. His major consulting role was as Project Manager-General Rate Case, in which he managed the regulatory policy portion of PGT’s FERC General Rate Case on rolled-in v. incremental pricing for 1993 PGT Pipeline Expansion (RP94-149), including case strategy, discovery and brief preparation, and written and oral testimony. In this assignment, he also managed a major NARG Model analysis that demonstrated the economic benefits of the Expansion to the Califonia market.
Prior to joining Pacific Gas Transmission Company, Mr. Ash was Senior Economist at Benjamin Schlesinger and Associates (Bethesda, MD). Among his many diversified assignments there, Mr. Ash worked with Dr. Nesbitt and others at Decision Focus Inc. to develop the initial gas transmission and distribution network and database for the NARG Model, under a contract with the California Energy Commission. Prior to that, Mr. Ash served as Economist in the Natural Gas Policy Office of the U.S. Department of Energy.
Mr. Ash’s other professional experience includes several years’ of international business development activities in Australia, South America, and Asia (evaluating potential gas industry acquisitions), and a stint as Natural Gas Specialist at the World Bank (evaluating loans to energy enterprises in the Former Soviet Union).
Mr. Ash holds a Bachelor of Science degree in Engineering and Applied Science from Yale University (1982) and a Master of Science degree in Engineering-Economic Systems from Stanford University (1985).
